This is great, Belarius! I'm looking at the "Mersocur" treaty and it shows countries like Bolivia and Peru being 0.75 members. How does that work?

As mentioned in the dataset description, applicants in process get a 0.25, observers get a 0.5, and associate members get a 0.75. I toyed with trying to get an intermediary for "suspended members," but there are so few cases of it in the data set that I eventually decided to treat them as non-members.
