If I understand the map correctly Ireland has a reasonable Privacy Ranking despite Systematic Failures. Is that correct?

Ireland's right at the cutoff of the categorizations. That said, it's fair to say that this particular study had an ax to grind, since (apart from Greece) there aren't really any developed countries that are considered to have "adequate" safeguards.
