The level of health spending in itself has limited value. What we are really interested in is the level of health service provision. Unfortunatly, this is fairly hard to measure. However, using spending as a proxy for this is very misleading.

For example, in the US health care is incredibly expensive compared to other countries. There is a number of reasons for this one being the theory of "no expenses spared" when it comes to health care. Therefore insurance (the majority of health care spend) is higher. This also doesn't take into account the profit margin of the health sector which I believe would be considerably higher (in percentage terms) in the US than in other parts of the world.

Therefore this graph doesn't tell a complete story (like none will). In this case being a little biased towards the US.
