	Anonymous says: This is essentially a measure of incarceration vs crimes committed, right? It would be useful to have a 3rd axis of data, which maps crimes committed per capita – this could show (keeping in mind how to lie with statistics) how EFFECTIVE incarceration is at controlling crime.
