Not, it's emission. Wyoming just also has next to no people.

Showing emissions per capita skews the results for lowly populated areas. It's interesting to see the total coal emissions: Texas, Indiana, Ohio, Pennsylvania stand out.

Is this tons of CO2 or tons of carbon?

For small states with low population that generate a lot of electricity and ship it to other states,
a graph like this can be misleading. If you allocated Wyoming's exported electricity to the states that use it,
the numbers would even out a bit (although Wyoming is still very carbon intensive--most of the electricity is from coal).
